Fact Sheet: Improving Financial Access through Secured Credit Cards


To advance financial inclusion, numerous stakeholders in the payments and credit card sector have been offering solutions that allow individuals to tap into the broader financial ecosystem. One of those instruments is the secured credit card. This tool not only facilitates users in (re) building their credit profiles but also enables them to gradually qualify for a myriad of other financial advantages, including lower interest rates and significant purchases. This document provides an overview of the multifaceted benefits of such cards, their main characteristics, evidence of their success, and the potential synergies with the Cal-ITP and CARB initiatives.

Current financial outlook in the U.S.

The pursuit of financial wellness and stability is universal, yet not everyone in the U.S. has equal access to the tools necessary to achieve it. In the modern economic landscape, credit accessibility plays a crucial role in financial mobility, facilitating everything from daily groceries, to buying a home, and managing unforeseen emergencies. However, a significant segment of the U.S. population, specifically 24.5 million households1, are either unbanked or underbanked, which means that they often have to rely on alternatives to traditional financial products to meet their day-to-day needs. More often than not, these alternatives come at a higher price.

According to the FDIC’s 2021 survey on Unbanked and Underbanked households, there are various reasons participants indicated for not having a bank account. However, the dominant factors appear to revolve around costs (like minimum balance stipulations or banking charges) and issues of trust (spanning privacy worries or a general distrust in banking institutions). This is particularly worrying if we consider the, otherwise, plethora of tools available to serve our monetary needs. As these issues persist, financial institutions, both recent and more established ones, have introduced several financial products that aim to cover these needs. One of these products is secured credit cards.

Introduction to secured credit cards

Secured credit cards offer a unique solution to the millions of unbanked and underbanked in the U.S., bridging the gap between traditional banking systems and those who have limited or no credit history. Unlike traditional credit cards, they require a security deposit, which acts as a credit limit for the user and a safety net for both the issuer and the user. By design, this structure minimizes the risk for the lender while granting consumers the opportunity to build or rebuild their credit. By using the card responsibly and making payments on time, cardholders can build a positive credit history and transition to traditional financial products, e.g. credit cards.

Attributes of secured credit cards can differ among credit card providers. While the main objective of these cards is to help users (re) establish their credit, it’s worth noting that some cards come with associated fees, such as late payment charges, yearly membership costs, and more. Below are some of the main features of secured credit cards:

  • Initial Deposit: A defining feature of secured credit cards is the need for a cash deposit to act as collateral in case of default and typically determines the credit limit. Minimum initial deposit requirements vary across issuers. While some have set initial deposit amounts, others offer more flexibility, allowing for users to increase it, and along with it their credit limit. For the latter, deposits range from $200 to $2,500.
  • Credit Limit: The credit ceiling of a secured credit card is equivalent to the cash deposit made. As cardholders show they can manage credit responsibly, this limit may be adjusted upward - in correspondence with deposit increases.
  • Interest and Fees: Similarly to their unsecured counterparts, secured credit cards have interest rates and fees. Interest rates account for the anticipated higher default risk among users; even with the collateral in place. Meanwhile, fees are typically levied to cover processing and administrative tasks. However, many newer establishments, like Chime, are introducing such cards without these added fees.

For the underbanked or those with compromised credit histories, this product serves as an (re) entry point into the world of credit. It’s not just about borrowing but rather creating a financial footprint that can be recognized by lenders, landlords, employers, and others who often assess creditworthiness in their evaluations; and data further support this. A 2021 Consumer Financial Protection Bureau (CFPB) report2 states that in 2020, nearly one-third of consumers with subprime credit scores (below 600) in the U.S. have at least one secured credit card account.

Evidence on secured credit cards

The concept of a “secured” credit card has been around for some time, even as early as the 1970s. Whilst credit offerings and the use of cards has changed a lot since then, the model in which the cardholder makes a deposit as collateral to obtain a credit line is no news to the financial world. Over time, secured credit cards, in the form that we know them today, have become a staple offering among many banks and financial institutions. The same 2021 CFPB report states that, in 2020, there were approximately 10.4 million active secured credit card accounts in the U.S., about 4.4% of all credit card accounts in the country2.

As mentioned, the primary motivation for many to opt for a secured credit card is to establish or bolster their credit history. A 2016 survey by the Center for Financial Services Innovation (CFSI)3, reveals that nearly 30% of respondents cited the improvement of their credit history or score as the main reason behind acquiring a secured card. Other reasons included the need to have a card to make purchases with certain transactors (25%), wanting to establish a new credit history (23%) and the belief that a secured credit card allows for better credit management and thereby savings (19%). Whilst the vast majority of secured credit card holders applied directly for this product (66%), others were redirected by financial institutions or had to resolve to them after being denied an unsecured credit card (~30%).

Secured credit cards appear to be effectively fulfilling their intended role. When investigating the results of the longer use of a secured credit card, the same research found that about 19% of participants experienced a notable rise in their credit score, while roughly 38% saw a more modest improvement. The study grouped participants into four distinct categories based on their reasons for obtaining a credit card: those looking to build a credit score (establishers), those aiming to improve or repair their credit score (rebuilders), those requiring a card for specific transactions (convenience seeker), and those aiming to save more (savers). The most significant improvements in credit scores were observed among those labeled as establishers.

Secured Credit Cards & Financial Inclusion

Financial inclusion signifies more than just the ability to access banking services; it means being able to fully participate in the economic activities that most take for granted. In the US, one key aspect of this inclusion lies the power of credit. Without credit, individuals find themselves barred from crucial milestones, whether it’s renting a home, securing a car loan, or even starting a business. These missed opportunities don’t only impact individuals, but also local economies and, by extension, national economic health. When looking into the current demographics of secured credit cards users, the 2016 CFSI survey4 mentioned earlier sheds light into the profile of a typical secured card user:

  • the majority of them is aged between 25-34 (25% of respondents),
  • the vast majority has received higher education (some college education, bachelor degree or higher, 67% of respondents),
  • the majority of them is has an annual income of less than USD 40,000 / year (27% of respondents),
  • the majority of them is white (53% of respondents), with Hispanic (22% of respondents) following.

Another important finding of that survey is the sheer value users see in secured credit cards. Contrary to the perception that these cards are mere stepping stones to unsecured credit, many users, especially students on the cusp of graduation, find them so reliable and user-friendly that they remain ambivalent about transitioning to unsecured options.

Beyond just credit, financial inclusion is also about empowerment. Often, individuals with limited access to credit hail from backgrounds marked by socio-economic challenges. This might mean they’re from lower-income families, inhabit urban centers, or come from demographics historically sidelined from mainstream banking. To underscore the impact and potential of secured credit cards, a 2017 CFSI report5 provides compelling insights. It categorizes three primary groups that could benefit from such cards:

  • New Immigrants: Representing a sizeable portion of the U.S. population, immigrants often grapple with barriers like proving their credit history. Despite their number, they frequently have inferior financial health metrics when compared against native-born citizens, affecting their ability to access pivotal financial products.
  • People of Color: A sizable segment of the U.S. demographic, individuals identifying as people of color, often exhibit lower financial health scores compared to their white counterparts. These disparities extend to average credit scores, indicating a pressing need for tools that help bridge this gap.
  • Rural Americans: Living far from urban centers, many rural Americans find themselves in ‘bank deserts’, where access to traditional banking services is limited. A large fraction struggles financially, underscoring the need for inclusion tools.

Conclusions & Opportunities for Cal-ITP and CARB

Secured credit cards serve as this critical bridge to financial inclusion, offering a feasible pathway for those sidelined by traditional credit systems and democratizing financial access. At the same time, there’s an opportunity in using the current distribution of sustainable transportation subsidies to assist users in establishing credit. This approach moves beyond just credit-building to include features like emergency funds, online transactions, and rewards.

Despite their undeniable benefits, for States agencies considering the inclusion of secured credit cards in their offerings, there are a few things to keep in mind. As secured credit cards require cardholders to carefully manage their payments, it’s necessary to ensure that end users are educated about their terms and how to trully make the best of these products. As with all financial tools, transparent communication about these aspects can optimize the benefits of secured credit cards while mitigating potential challenges.

Moving forward, Cal-ITP and CARB might consider the following two-pronged approach:

  • In the short term, engage proactively with banks or financial institutions that are at the forefront of offering secured credit cards or similar credit-building products. The aim is to delve deeper, understand the nuances, and facilitate discussions where Cal-ITP and CARB can gain valuable insights to further refine and tailor their approaches to building a cohesive set of program recommendations.
  • In the long term, prioritize and embed the concept of secured credit cards into the Incentive Strategy and Demonstration projects currently in the pipeline, to the extend that secured credit cards might be a feasible option to include.

On the latter, an immediate opportunity could lie in linking mobility benefits with the advantages of secured credit cards. By using benefits as the collateral for these cards, recipients opting into this product option would not only gain immediate financial assistance but also get introduced to credit-building tools. Further to instilling financial responsibility, Cal-ITP and CARB could use secured credit cards to promote on-time payments, widen access to various financial products, and enable themselves to build a deeper understanding of the complexities of running such a program at scale, including regulatory, administrative or even technological aspects.
